    Default Ready to upgrade, I have $400.

    Okay I'm finally ready to upgrade, was going to buy a PS4, but I'd rather just upgrade my PC for ~cost.

    Here is my current machine:

    Intel Core 2 Quad CPU Q9550 @ 2.83 GHz 3.40Ghz
    8192 Mbytes DDR2
    ASUS P5K-e Motherboard
    Radeon HD 4870
    Samsung SSD 830 Series
    3 1.5TB HDD
    Enermax Infiniti 650W
    IN-WIN Maelstrom Full Tower Case

    What should I upgrade within this so I can play most modern games smoothly at a good frame rate?

    your at a point with your system where it all probably needs upgrading if you are wanting to play upcoming games at full spec. but with your budget i would say you would see the biggest benefit by upgrading your graphics card.

    The 4870 is quite old now and was the card i had about 3 years ago, i upgraded to a gtx 460 at the time and saw a massive improvement and so an upgrade to a R9 280x or gtx 770 (two cards im currently looking at) would see you have a huge performance leap. Not sure what the price point of these two cards are in dollars. but in the UK the 280x is around 30% cheaper than the 770 but it looks like the 770 gives better performance.

    650W's of Enermax quality will run any single GPU card setup. Age maybe a factor however, but if it's been looked after well, all the better.

    The AMD R9 280X (AMD 7970 GHZ edition) is better bang for buck, you will not notice much difference at 1080p / 1440p. Unless you need PhysX (or CUDA) for some reason.

    A CPU/MOBO/RAM upgrade won't hurt either in the near future. You will likely find a new GPU of this quality is hampered by the age & architecture of your Quad core.

    Okay, with Nvidias shield gamestream announcemnt and new holiday bundly, I'm settled on a 770. Now the question is which one:

    $419 is my price ceiling, which of these cards is the best for bang/buck/noise

    MSI Geforce GTX 770 Twin Frozr 3 - You should see gains in FPS coming from that 4870, but that older quad core CPU will hold you back, so results will vary dependent upon the specific game in question, so be aware of that before you purchase. Next upgrade path should be to a new MOBO/CPU/RAM.

    I actually got a pretty good deal on the Gigabyte GeForce GTX 770 2GB WindForce 3X GDDR5 1137 MHz, and read that its nice and quiet as well.

    In terms of the MOBO/CPU/RAM, what kind of components should I look into here? I don't know much about this and am having trouble deciding on what I need. Also what ballpark budget would I need...?

    Using that link you provided above, something like this:

    Intel Core i5-4670K Quad-Core Processor $250
    Asrock Z87 Extreme3 Socket 1150 Intel Z87 Chipset $120
    G.SKILL Ripjaws X Series 8GB DDR3 1600MHz $84.99

    You could shave off $30-$50 or so if you went with a non K (overclocking) processor, cheaper MOBO & slightly more cost effective RAM.
