Lets get the bad part out of the way first:
Retribution damage might be too low, but we're still watching them
MIGHT??? How does, "worst dps spec that isn't some silly thing like BM" sound?
Now for the good stuff:
Instead, we are redesigning Retribution mastery to add a percentage of the damage of Templar’s Verdict, Crusader Strike, and Divine Storm as Holy damage (which also plays better with Inqusition). Because Hand of Light is fun, however, we are going to change Divine Purpose as a chance to proc Hand of Light instead of a chance for extra Holy Power (which will also remove a little of the randomness from the rotation).
I did a little wee of excitement.
It was not very clearly worded however. I THINK how it will work is this:
Divine Purpose will be changed to Hand of Light - so a chance for our next HP using strike to consume no HP and hit like it had been fired with 3 HP. If this has a good proc chance then losing the random HP generation from DP (which will be missed badly unless HoL procs frequently) will not matter as much. The mastery will then be a passive thing, which adds holy damage on to our physical strikes, with each point of mastery increasing the % of holy damage added. Sounds very nice indeed, and will make keeping inquisition up even more important. Please don't mess it up Blizz!
