Give Hard Reset a try. I really like it for what it is and it has some of the best visuals I've seen. It does seem to get railroaded a bit for lack of innovation, but it does just about everything that I want in a shooter. It is not even close to open world like the games you mentioned though. It is a straight corridor shooter with graduating difficulty, interesting enemies, as well as a unique weapons system. The checkpoint system is reminiscent of Far Cry(the original, I haven't played the others) which is in my opinion its only major drawback.

I also like E.Y.E a lot, but it is only as much a shooter as a modern Elder Scrolls equivalent and it is somewhat lacking graphically.

Edit: Oh yeah, if you're looking for multiplayer Red Orchestra 2 is great.

Metro 2033 is the best looking game I've seen

Arma II's Chernarus map is really rich and textured - trees wave in high winds, creaking and cracking, there's a real-time star map, lightning flashes and you can count the thunder for distance, beautiful sunrises, fog, forests deep with waist high ferns - to such a degree that, despite the absence of tricks and fine-grain details found in your cryses, Chernarus is the most affecting environment I've visited in a game. Also it's 125 square kilometers

Spec Ops: The Line. I only played the demo but it seemed pretty cool and was fun to play as well as having good graphics.
