Fallout 4 is in development, set in Boston, according to leaked documents

The Survivor 2999 site may have been a hoax , but Fallout 4 is in development according to recently leaked documents which suggest that it will be set in the Boston area. Don't act surprised. Of course Fallout 4 is in development! It was never a question of if, but when.

Casting documents revealed by Kotaku indicate that game is deep into development, far enough along for Bethesda to start recording voice actors. This would mean that it is at least committed to a concept, script, and setting, and well beyond the early brainstorming and prototyping phase.

The documents include a script, brief character descriptions, and even a picture of what appears to be the player character's 3D model (wearing what looks like a vault onesie). The first line of the script, read by the player character is "War. War Never changes," which actor Ron Perlman has read at the opening of Fallout 1, 2, and 3.

The script references The Institute, a mysterious organization that rose from the ashes of the Massachusetts Institute of Technology. This bit of information fits with rumors we heard last year about Fallout 4 developers location scouting in that area. The script also mentions the Commonwealth, Fallout's name for what remains of Massachusetts, and the Commonwealth Minutemen.

Bethesda has yet to confirm or deny the validity of the leak, choosing instead to stay suspiciously quiet. Still, that doesn't mean that any of the particulates are necessarily true, or even if they are, that they won't change dramatically between now and when the game launches. And then there is also the possibility that this is just phase two of the most elaborate game-related hoax we've ever seen. I'm not sure which possibility is more exciting.
